THE ANGELES CITY WATER DISTRICT

          Now under the stewardship of General Manager Engr. Reynaldo C. Liwanag, the Angeles City Water District was created in September 1987 by virtue of a Sangguniang Panlungsod Resolution No. 66 dated September 1, 1987 during the administration of the late former Mayor Francisco G. Nepomuceno.

 

          It comprises the policy making body, composed of the members of the Board of Directors, represented by the Professional, Civic, Business, Educational, and Women sectors.  The directors are appointed by the Mayor of Angeles City upon nomination by the sector they represent.  The implementing arm is the General Manager appointed by the Board.

 

          The present Board includes Chairman Edgar C. Lopez, Vice-Chairman Bernardo P. Cruz, Directors Engr. Pascual O. Bognot, Conchita M. Zalamea, and Atty. Edgar Vicente D. Ocampo.

 

 

INTERIM IMPROVEMENT

 

          The newly organized water district availed of an interim loan from LWUA in November 1988 amounting to Php2 million to finance the drilling of one (1) additional production well to boost its water supply and implement its 100% metering program.  The number of concessionaires at the time of its creation was 4,741 with only 30% metered and a monthly gross income of Php92,831.00.  The Angeles City Government then under the administration of former Mayor Antonio Abad Santos granted the district a subsidy of Php600,000.00 for its initial improvement project.  Metering of services continues until all services have been metered on 1995.

 

 

COMPREHENSIVE IMPROVEMENT AND EXPANSION PROJECT

 

          The district started preparation of the feasibility study for the comprehensive improvement and expansion project in 1986 conducted by NJS Consultancy Services from Japan thru the Local Water Utilities Administration in 1986.  The scheduled implementation of the project amounting to Php290 million was in 1991, but due to the eruption of Mt. Pinatubo on June 1991, the project implementation was delayed due to damages caused by the volcanic eruption which required resurvey and redesigning of the project.

 

          In 1995, the loan was finally approved by the Overseas Economic Cooperation Fund of Japan and subsequently the loan contract was signed between the Angeles City Water District and the Local Water Utilities Administration.  By middle of 1995, the project was started and was completed on August 9, 1997.  A total of 173,241.75 km. transmission and distribution lines from 75 mm diameter to 700 mm diameter in sizes were laid.  Seven (7) new production wells were drilled to fill the 1 million gallon concrete tank, where 5-100 hp centrifugal booster pumps will distribute the potable water supply to end users.  As a result of the improvement and expansion project, the number of connections increased from 9,675 in 1995 to 41,300 at present date with a total revenue of Php4,967,516.80 to Php156,744,559.69, respectively.

 

 

ACWD FUNDED PROJECTS

 

          The water supply system in EPZA Resettlement Site in Brgy. Pulung Cacutud, Angeles City which was constructed by the Mount Pinatubo Commission which serves some 2001 household was turned over to the district by the commission on an “as is where is” basis on November 1, 1999.

 

          The proposed construction of the modern Administration Building of Angeles City Water District was conceptualized after the completion of the comprehensive improvement and expansion of the water system of the district.  Due to the projected increase in number of personnel and as a result of the increase in number of concessionaires to 27,000 by year 2002, a three-storey building that would accommodate at least 150 office personnel was designed.

 

          The construction started on November 2000 for a 12-month construction period.  The total amount being disbursed for the construction of the building comes from the revenue of the water district without jeopardizing its debt service within its operation.

 

          Due to present concerns on fire safety, the building was equipped with fire alarm and detection facilities.

 

          The building was completed on November 2002 and was inaugurated on December 2 of the same year coinciding with the 15th Anniversary Celebration of the Angeles City Water District. 

 

          The district started extending its services from its own fund since 1997 in areas not covered by the completed comprehensive improvement and expansion project.  As of to date, the district covered 5,552.906 hectares service area benefiting 41,300 households in 31 barangays.  There are 28 operational deepwell pumps with an actual total pump discharge of Php1.2 M cu.m./mo.  161 employees are working together for the realization of the district’s vision to excel in providing superior quality and customer-oriented water service to its valued concessionaires at reasonable and affordable rates and at least possible cost.

 

ACWD LABORATORY

 

            ANGELES CITY WATER DISTRICT LABORATORY was conceptualized and constructed on May 2003 and June 2003, respectively.  The water laboratory building, with a floor area of 50 square meters, was completed on July 2003.  It is situated at the Central Reservoir Complex, Friendship Hi-way, Angeles City.

 

            The laboratory will ensure superior quality of water supplied at all times by Angeles City Water District by frequent examination of the Bacteriological and Physical – Chemical quality of water.  It will also provide health care services to the community of Angeles City by accepting water testing from the residents and business correspondents of the city.  These include the homeowners, private subdivisions, food restaurants and existing water refilling stations. 

 

             The laboratory was inaugurated on July 21, 2004 and was accredited by the Department of Health on August 2004 with a DOH Accreditation No. 189.  It continued to operate up to present and continuously renewing its DOH Accreditation annually.  It was awarded with an excellent rating in the 2009 Proficiency Testing for Microbiological Analysis by the National Reference Laboratory of the Department of Health.  Currently, the laboratory is working on its ISO 17025 Certification.

 

            The objective of the laboratory quality system and the commitment of management is to consistently provide clients with data of known and documented quality that meets the requirements of the Philippine National Standards for Drinking Water.  The laboratory policy is to use good professional practices, to maintain quality, to uphold the highest quality of service, and to comply with the standards.  This policy is implemented and enforced through the commitment of management, at all levels, to the quality assurance principles and practices.  It is the laboratory’s vision to excel in providing consistent, responsive, cost effective and high quality laboratory testing to water service providers and operators in compliance with the Philippine National Standards for Drinking Water.
